Terms of Reference for production of DVD teaching aid to accompany a curriculum for Rwanda Sign Language (RSL) to pilot a new approach to teaching RSL
1. Background and rationale for the project
In Rwanda, there remains a lack of standardised approach & quality norms applicable to special centres and mainstream schools. In relation to the education of children with disabilities this leads to a lack of clear attribution of roles and responsibilities among stakeholders, of a quality approach to education and development, and of strong follow-up by the authorities. ?Inclusive Futures: establishing and applying a set of national norms and standards in inclusive education?, a partnership of Handicap International and Voluntary Service Overseas (VSO), is funded by the ?Innovation for Education? programme, a joint fund of the Government of Rwanda through the Ministry of Education, and the Government of the United Kingdom, through the UK Department for International Development (DfID) and will run for two years (January 2013 to December 2014). The aim of ?Inclusive Futures? is to identify good practice for inclusive and special needs education and test these approaches in two Districts (Kamonyi and Rubavu). As a result of the project we hope to propose to MINEDUC a set of standards that can be applied nationally to develop consistency across Rwanda.
One of the ?norms and standards? to be developed and tested by the project is a curriculum and teaching aid for teaching RSL in schools. In this project, VSO has the role of facilitating the development of these tools.?
In April 2013 a stakeholder group was formed involving key government agencies, civil society organisations and schools and centres attended by Deaf children including the National Council of People with Disabilities (NCPD), the Rwanda National Union of the Deaf (RNUD), the Rwanda National Association of Deaf Women (RNADW), Curriculum and Pedagogical Department of Rwanda Education Board, and five schools/centres attended by Deaf Children, VSO and Handicap International.? Subsequently a Technical Working Group (TWG) was nominated to produce the curriculum and digital tool.? During May and June the TWG met over twelve days. A further stakeholder meeting tool place in June to validate progress to date. The curriculum is now drafted and all Signs needed in the curriculum have been identified and listed.

2. Objective of the project
Overall objective:
A digital teaching aid to accompany a curriculum for the teaching of RSL is available for pilot and testing.
Specific objectives:
- Film all Signs required according to the content of the curriculum using models (RSL users) provided by the Rwanda National Union of the Deaf (RNUD).
- Film a series of dialogues between RSL users accessible through the interactive menu, using models (RSL users) provided by the Rwanda National Union of the Deaf (RNUD).
- Organise all signs and dialogues according to the topics of the curriculum accessible through an interactive menu.
- Signs will be accompanied by on-screen English, Kinyarwanda and visual representation (icons) according to the English, Kinyarwanda translation and icons provided by RNUD. English and Kinyarwanda subtitling will be optional and chosen by the users through an interactive menu.
3. Expected results
A DVD teaching aid to accompany an RSL curriculum will be available for piloting and testing by the Inclusive Futures project.
4. Methodology
Stage 1
1. Provide a suitable location and filming environment (lighting and background) with guidance and approval from RNUD.
2. Coordinate with RNUD representatives and VSO volunteer the filming of the Signs and dialogues using four ?models? (two males and two females)
3. Record the models: the models will follow a written list of Signs and a previously recorded collection of all Signs to ensure the correct Signs are used as prepared by RNUD, and dialogues prepared by RNUD and the Technical Working Group.
Stage 2
1. Create and transpose the subtitles and visual/iconic representations for the objects/concepts signed; icons will be provided by RNUD however, the consultant may be asked to provide some icons that RNUD were not able to produce.
2. Edit and arrange all Signs and dialogues into respective components of the curriculum.

Stage 3
1. Present the content of the DVD to the technical working group and make edits as requested
2. Print one copy of the DVD to be presented to stakeholder meeting
3. Attend stakeholder meeting to receive feedback directly
4. Make final edits
Stage 4
1. Produce 30 copies of the DVD including title and logos on the face of the DVD and cover of the DVD case.
2. Secure copyright for VSO, Handicap International and RNUD.

National Council of People with Disabilities (NCPD) | Government agency responsible for ensuring disability is mainstreamed across all government policies and programmes. Provides the political lead for the promotion of RSL. Member of the stakeholder group and TWG. |
Handicap International | Lead organisation for the Inclusive Futures project and member of stakeholder group and TWG. Will be closely involved in the development of the DVD. |
Stakeholder Group | Representatives of key government agencies, civil society groups and schools/centres attended by Deaf children. The stakeholder group will validate the DVD. |
Technical Working Group | Technical staff from specialist agencies, civil society organisations schools/centres attended by Deaf children, chaired by VSO with technical support from VSO volunteers. |
6. Skills required for the consultant
?? Demonstrated previous experience of:
- High quality filming
- Digital editing
- DVD production including interactive menus
- Creation of subtitles and visual graphics
? Ability to complete assignments within a given specific timeframe
7. Technical and financial offers
The consultant will submit a technical and financial proposal including all taxes. This offer should take into account fees and accommodation costs and food that will be incurred in carrying out the mission of the consultant or his team. Representatives of VSO, Handicap International and RNUD will evaluate the proposed offer.
The technical proposal must include at least the following elements:
- Period of work and specific number of calendar days required to complete the assignment
- A detailed presentation of the proposed steps and methodology
- Human and material resources involved
- Curriculum vitae of the consultant including qualifications, professional experience, and reference persons
The financial proposal must include details of items required, unit costs, and total budget in Rwandan francs.

8. Calendar
Following presents an outline of the schedule for completing this project. Final schedule will be agreed with the consultant. Ideally, the project will take less time than indicated.
