The South: A near-solid block against 'Obamacare'

ATLANTA (AP) ? As more Republicans give in to President Barack Obama's health-care overhaul, an opposition bloc remains across the South, including from governors who lead some of the nation's poorest and unhealthiest states.

"Not in South Carolina," Gov. Nikki Haley declared at the recent Conservative Political Action Conference. "We will not expand Medicaid on President Obama's watch. We will not expand Medicaid ever."

Widening Medicaid insurance rolls, a joint federal-state program for low-income Americans, is an anchor of the law Obama signed in 2010. But states get to decide whether to take the deal, and from Virginia to Texas ? a region encompassing the old Confederacy and Civil War border states ? Florida's Rick Scott is the only Republican governor to endorse expansion, and he faces opposition from his GOP colleagues in the legislature. Tennessee's Bill Haslam, the Deep South's last governor to take a side, added his name to the opposition on Wednesday.

Haley offers the common explanation, saying expansion will "bust our budgets." But the policy reality is more complicated. The hospital industry and other advocacy groups continue to tell GOP governors that expansion would be a good arrangement, and there are signs that some Republicans are trying to find ways to expand insurance coverage under the law.

Haslam told Tennessee lawmakers that he'd rather use any new money to subsidize private insurance. That's actually the approach of another anchor of Obama's law: insurance exchanges where Americans can buy private policies with premium subsidies from taxpayers.

Yet for now, governors' rejection of Medicaid expansion will leave large swaths of Americans without coverage because they make too much money to qualify for Medicaid as it exists but not enough to get the subsidies to buy insurance in the exchanges. Many public health studies show that the same population suffers from higher-than-average rates of obesity, smoking and diabetes ? variables that yield bad health outcomes and expensive hospital care.

"Many of the citizens who would benefit the most from this live in the reddest of states with the most intense opposition," said Drew Altman, president of the non-partisan Kaiser Family Foundation.

So why are these states holding out? The short-term calculus seems heavily influenced by politics.

Haley, Haslam, Nathan Deal of Georgia and Robert Bentley of Alabama face re-election next year. Mississippi Gov. Phil Bryant is up for re-election in 2015. Louisiana Gov. Bobby Jindal is term-limited at home but may seek the presidency in 2016. While they all govern GOP-leaning states, they still must safeguard their support among Republican voters who dislike large-scale federal initiatives in general and distrust Obama in particular. Florida's Scott, the South's GOP exception on expansion, faces a different dynamic. He won just 49 percent of the vote in 2010 and must face an electorate that twice supported Obama.

A South Carolina legislator put it bluntly earlier this year. State Rep. Kris Crawford told a business journal that he supports expansion, but said electoral math is the trump card. "It is good politics to oppose the black guy in the White House right now, especially for the Republican Party," he said.

Whit Ayers, a leading Republican pollster, was more measured, but offered the same bottom line. "This law remains toxic among Republican primary voters," he told The Associated Press.

At the Tennessee Hospital Association, president Craig Becker has spent months trying to break through that barrier as he travels to civic and business groups across Tennessee. "It's really hard for some of them to separate something that has the name 'Obamacare' on it from what's going to be best for the state," he said, explaining that personality driven politics are easier to understand than the complicated way that the U.S. pays for health care.

Medicaid is financed mostly by Congress, though states have to put in their own money to qualify for the cash from Washington. The federal amount is determined by a state's per-capita income, with poorer states getting more help. On average in 2012, the feds paid 57 cents of every Medicaid dollar. It was 74 cents in Mississippi, 71 in Kentucky, 70 in Arkansas and South Carolina, 68 in Alabama. Those numbers would be even higher counting bonuses from Obama's 2009 stimulus bill.

Obama's law mandated that states open Medicaid to everyone with household income up to 138 percent of the federal poverty rate ? $15,420 a year for an individual or $31,812 for a family of four. The federal government would cover all costs of new Medicaid patients from 2014 to 2016 and pick up most of the price tag after that, requiring states to pay up to 10 percent. The existing Medicaid population would continue under the old formula. In its ruling on the law, the Supreme Court left the details alone, but declared that states could choose whether to expand.

Hospital and physician lobbying groups around the country have endorsed a bigger Medicaid program. Becker said he explains on his road show that the Obama law paired Medicaid growth with cuts to payments to hospitals for treating the uninsured. Just as they do with Medicaid insurance, states already must contribute their own money in order to get federal help with those so-called "uncompensated care" payments.

The idea was instead of paying hospitals directly, states and Congress could spend that money on Medicaid and have those new beneficiaries ? who now drive costs with preventable hospital admissions and expensive emergency room visits ? use the primary care system. But the Supreme Court ruling creates a scenario where hospitals can lose existing revenue with getting the replacement cash Congress intended, all while still having to treat the uninsured patients who can't get coverage.

Becker said that explanation has gotten local chambers of commerce across Tennessee to endorse expansion. "These are rock-ribbed Republicans," he said. "But they all scratch their heads and say, 'Well, if that's the case, then of course we do this.'"

In Louisiana, Jindal's health care agency quietly released an analysis saying the changes could actually save money over time. But the Republican Governors Association chairman is steadfast in his opposition. In Georgia, Deal answers pressure from his state's hospital association with skepticism about projected "uncompensated care" savings and Congress' pledge to finance 90 percent of the new Medicaid costs.

Altman, the Kaiser foundation leader, predicted that opposition will wane over time.

Arkansas Republicans, who oppose Democratic Gov. Mike Beebe's call for expansion, have floated the same idea as Haslam: pushing would-be Medicaid recipients into the insurance exchanges. Jindal, using his RGA post, has pushed the Obama administration to give states more "flexibility" in how to run Medicaid.

Deal convinced Georgia lawmakers this year to let an appointed state board set a hospital industry tax to generate some of the state money that supports Medicaid. That fee ? which 49 states use in some way ? is the same tool that Arizona Gov. Jan Brewer is using to cover her state's Medicaid expansion. Georgia Democrats and some hospital executives have quietly mused that Deal is leaving himself an option to widen Medicaid in his expected term.

"These guys are looking for ways to do this while still saying they are against 'Obamacare,'" Altman said. "As time goes by, we'll see this law acquire a more bipartisan complexion."

Report: Rep. Gohmert 'rude and irate' after ticket

WASHINGTON (AP) ? A Texas congressman was "rude and irate" after receiving a parking ticket near the Lincoln Memorial earlier this month, according to a police report.

Rep. Louie Gohmert, R-Texas, told U.S. Park Police he was on a committee that oversees the agency and would not pay a fine, according to the report, which was obtained by Politico. Gohmert was given a citation after 11 p.m. on March 13 for parking his vehicle in a spot reserved for National Park Service vehicles.

The outspoken conservative lawmaker referred officers to a congressional plate in his car window, according to the police report, and left without the ticket.

Kimberly Willingham, a spokeswoman for Gohmert, said the congressman parked in a one of several empty spots and believed he was allowed to do so. She said a park service officer apologized to Gohmert when he identified himself.

"A park service vehicle pulled up as he was putting a note with the ticket on a vacant park service vehicle, so he showed his official card, explained that his congressional plate was showing and he was authorized to park there," she said. "The park service officer said he had not noticed the ... congressional plate in the front window and would not know what it meant had he seen it. The officer accepted the ticket back and apologized."

The police report contains no mention of an apology, according to Politico.

Willingham said Gohmert's office would study the incident and, if he was not allowed to park in the spot, "will most certainly pay the $25 parking ticket."

On Thursday, Citizens for Responsibility and Ethics in Washington, an outside watchdog group, said it filed a complaint with the Office of Congressional Ethics against Gohmert "for conduct that reflects discreditably upon the House."

Who says academics go by the wayside during the NCAA tournament?

La Salle and Wichita State took a geography quiz at the West Regional in Los Angeles, and the Shockers passed. Belying their name, the Explorers need to brush up a little.

Here's an excerpt of how it went from AP Sports Writer Beth Harris:

Question: Where is La Salle located?

Answer: "Philly, right? I believe it's Philly," Shockers guard Malcolm Armstead said.

Correct.

Question: Where is Wichita State located?

Answer: "What state is it in?" asked La Salle guard Ramon Galloway.

And it went downhill from there.

"I saw a store down here called Which Wich," Explorers guard Tyrone Garland offered, not-so-helpfully naming a national sandwich chain.

Guard Tyreek Duren pitched in: "Steve Zack said we passed the Wichita exit when we were going to the airport. He pointed it out and said, 'That's who we play.'"

Informed of their opponent's confusion, Shockers forward Cleanthony Early, of Middletown, N.Y., admitted he was initially stumped, too.

"I didn't know where Wichita was either before I went there," he said. "I had to do my research. When I first heard of it, I couldn't even pronounce it correctly."

After losing to the Shockers in the Sweet 16, the Explorers probably know a little bit more about Wichita as well.

ONE IS NOT LIKE THE OTHERS

Forgive Dana Altman and the Oregon Ducks if they have a bit of an inferiority complex this weekend.

And no, this isn't a gripe about the selection committee's seeding.

The Ducks, being covered at the Sweet 16 by AP National Writer Nancy Armour, are in the Midwest Regional semifinals with a veritable Who's Who of college hoops.

Their opponent, Louisville, is a two-time national champion and was in the Final Four last year. Cardinals coach Rick Pitino is a surefire Hall of Famer, with two NCAA titles, 660 wins ? and counting ? and a 49-18 record in March alone.

There's also Duke, which won its fourth national title three years ago and whose coach, Mike Krzyzewski, has more wins than anyone else in Division I. (Coach K has a side gig, too, leading the U.S. men to gold medals at the last two Olympics.)

And don't forget Michigan State, which may as well include the Final Four on its schedule for as many times as Tom Izzo and the Spartans wind up there.

"Fortunately, it's our team going out there," Altman said.

Altman is no slouch, either. Oregon is the third school he's taken to the NCAA tournament, and the Ducks have had 20-win seasons in each of his three years as head coach. But Oregon is not exactly a tournament mainstay; this is the Ducks' first appearance since 2008, and their first trip to the regional semifinals since 2007.

"All three of those programs, because of their coaches, have great records, great traditions," Altman said. "We're trying to build a tradition. We're trying to build something that consistently competes year in and year out. That's a big challenge for us."

FORCED TO CHOOSE

Richard Cordray is the former Ohio attorney general and lives in Columbus, so he roots for Ohio State football.

He also went to Michigan State at the same time as Magic Johnson, so he pulls for Spartans basketball.

That left the head of the Consumer Financial Protection Bureau with a dilemma while filling out his NCAA tournament bracket. But when it came down to picking a team ? he has the Buckeyes and Spartans reaching the Final Four ? Cordray went with Michigan State.

"I always go with my heart," Cordray told AP Business Writer Christina Rexrode.

Cordray's roommate at Michigan State had a few classes with Magic and he saw firsthand the impact the oversized and gregarious point guard had on the school.

"It was really exciting and fun to watch," Cordray said. "Of course he left after two years and went on to fame and fortune. The rest of us toiled for four years finding ourselves. He's a great personality, he just glows and picks everybody up around him."

HOLD THAT THOUGHT

During his Final Four run with George Mason, Miami coach Jim Larranaga became known for giving a "thought for the day" to his players.

He's carried on the practice with the Hurricanes, although it's hard to tell what effect it has, as AP Sports Writer Joseph White in Washington, D.C., found out.

"Every day he gives us a thought, and something that sticks with us, and it's not something that's complicated," forward Julian Gamble said, "just something that's very simple and just to let you know that we have to enjoy these moments."

If that's the case, Gamble was asked, can he name a favorite "thought for the day?"

"Can't think of one. Know one?" he said, turning to teammate Shane Larkin.

"I can't think of one," Larkin said.

But Gamble made a nice recovery, saying: "The one for this game is keep 'em out of the paint and block out on rebounds, so that will be my favorite one for now."

Larranaga will have to come up with a new thought, one that will last the entire offseason, after the Hurricanes lost to Marquette in the Sweet 16.

Hopefully, it'll be one that sticks.

Dunk City is rattling the search engines along with rims.

According to Yahoo! Search, Florida Gulf Coast University is dominating as the most-searched team after becoming the first No. 15 seed to reach the Sweet 16.

Searches for the Eagles spiked 3,367 percent this week and FGCU has gotten more searches than North Korea, Lindsay Lohan and Justin Bieber.

FGCU has been searched more than any of the remaining teams in the tournament, ahead of better-known schools such as Syracuse, Duke, Michigan and Kansas.

Attacks leave more than 50 dead in central Nigeria

JOS, Nigeria (AP) ? Attacks on villages surrounding a central Nigerian city at the heart of unrest between Christians and Muslims have killed more than 50 people this week, officials said Saturday, as authorities pleaded for peace over the Easter holiday.

The attacks around Jos, a city in Nigeria's fertile central belt, come as a string of unsolved killings continue to plague the region that has seen thousands killed in massacres in recent years. While a combined police and military presence still patrols Jos and other parts of Plateau state, many of the villages attacked sit in remote, rural corners of the area that sometimes have only a single police officer on duty.

The most recent killings happened Friday night in the Barkin Ladi area, said Lt. Jude Akpa, a military spokesman. Attackers raided a village called Bokkos and killed nine people, fleeing before soldiers arrived, Akpa said. Emmanuel Lohman, a government official there, said gunmen armed with assault rifles struck a village called Ratas and opened fire in the night while many there were sleeping.

Witnesses said the shooting lasted for almost two hours before the attackers fled. The Christian villagers there, who farm the fertile soils of Plateau state, blamed nomadic Hausa-Fulani cattle herdsmen for the attack. Such attacks remain common as Christian farmers clash with the herdsmen over land and grazing rights. Other attacks often are rooted in disputes over political and economic power in the region, which sits on the divide of Nigeria's predominantly Muslim north and largely Christian south.

Muhammadu Nura, the state secretary of a cattle breeders association, said Hausa-Fulani people had been killed in "reprisals," but denied herders were involved the attacks.

In recent days, witnesses and government officials say more than 50 people have been killed in attacks. That includes an assault Wednesday on a village in the Riyom local government area that killed 28 people and an attack Thursday in the Bokkos local government area that killed 18 civilians. The military said it killed six while trying to repel attackers in Thursday's assault.

Jos and surrounding Plateau state have been torn apart in recent years by violence pitting its different ethnic groups and major religions ? Christianity and Islam ? against each other. Human Rights Watch says at least 1,000 people were killed in communal clashes around Jos in 2010, attacks that saw whole villages killed. While major massacres haven't happened in the last few years, so-called "silent killings" continue and the two faiths have moved into different areas of the city.

Major attacks by Islamic extremists, including car bombings, also have hit the area in recent years as Nigeria's weak central government appears unable to stop the killings. With Easter on Sunday, government officials urged those living in Jos and the surrounding villages to be calm and peaceful during the holiday.

Plateau state Gov. Jonah Jang, a Christian long criticized for not doing more to stop the killings, said his government will continue to work for peace and prosperity in an area long beset by tension.

"Christians must claim this season, which symbolizes hope, by rededicating their lives to the teachings and path of Christ so as not to lose eternity," he said in a statement.

93% Zero Dark Thirty

What's striking is the absence of triumphalism -- Bigelow doesn't shy away from showing the victims shot down in cold blood in the compound -- and we come away with the overwhelming sense that this has been a grim, dark episode in our history.

This is an instant classic.

Chastain makes Maya as vivid as a bloodshot eye. Her porcelain skin, delicate features and feminine attire belie the steel within.

No doubt Zero Dark Thirty serves a function by airing America's dirty laundry about detainee and torture programs, but in its wake, there's a crying need for a compassionate Coming Home to counter its brutal Deer Hunter.

While "Zero Dark Thirty" may offer political and moral arguing points aplenty, as well as vicarious thrills,as a film it's simply too much of a passable thing.

From the very first scenes of Zero Dark Thirty, director Kathryn Bigelow demonstrates why she is such a formidable filmmaker, as adept with human emotion as with visceral, pulse-quickening action.

Slathered in controversy, Kathryn Bigelow's Zero Dark Thirty confidently and forcefully storms onto DVD with an admirable A/V transfer, only hindered by a paltry gathering of extras from Sony.

The direction by Kathryn Bigelow, who won Oscars for Best Film and Best Director in her previous film "The Hurt Locker," is fierce and focused...

Despite what those silly Oscars would have you believe, it was this movie, not Argo, that was the finest of 2012.

Indulges Cheneyian fantasies complete with the bad-movie scene of the prisoner's defiance: "You're just a garbage man in the corporation," shouts the Arab who needs a lesson in manners from the Ph.D. (in torture?) who is racking him.

Bigelow tells the story very well, very efficiently, but doesn't really say much about it, which is ironic given the response to the film in some quarters.

Kathryn Bigelow takes the procedural model and brushes away every unnecessary detail, leaving behind a heavy, blunt object of a film that is also hugely watchable, engrossing and, best of all... highly suspenseful.

Rotten Tomatoes notes that I agree with Tomatometer critics 80 percent of the time, but this is one of those times I have to part ways with them.

Bigelow has directed excellent movies before, but this deserves to be remembered as the film that established her as a master.

You can't deny that what Zero Dark Thirty sets out to do, it does excellently.

An exhilarating and compelling historical document worthy of praise.

Bigelow's latest proves a rewarding piece of filmmaking, one that, in its best moments at least, is as gripping and as troubling as anything the director's ever made.

Bigelow and screenwriter Mark Boal shape history -- those breaks, big and small, that led to the killing of Osama bin Laden -- into one of the finest fact-based thrillers since "All the President's Men."

Purely as cinematic exercise, Zero Dark Thirty is an exhilarating piece of work. But, beyond its for-the-times subject matter, the work does not linger whatsoever.

Zero Dark Thirty is interesting as opposed to enjoyable, intriguing as opposed to entertaining, and certainly less memorable than The Hurt Locker.

It's quite remarkable how Bigelow and Boal managed to take 12 years of information (including a conclusion that everyone knows) and packaged it into a coherent, intimate and intense movie.

We know the ending, yet remain mesmerized by familiar details, filmed with a harrowing sense of urgency. It's as close to being in the White House situation room that night, watching a closed-circuit broadcast, as anyone could expect.

The second half of the film IS the film.

Whereas Locker was less about war than what it is to have a death wish, ZDT is less about the suspenseful true-life search for Osama bin Laden than the red tape one woman must wade through to prove that a mean old bastard is living in suburban Pakistan.

Metal-loving researchers analyzed the collective movement of individuals in mosh pits, which could help explain mass movements in other extreme situations. Sophie Bushwick reports.

A heavy metal concert might be a tough place to think about physics, especially in the mosh pit, where some audience members dance violently. But the mosh pit itself is actually an interesting place to find physics in action. And not just force equals mass times acceleration.

Metal-loving Cornell researchers analyzed videos of mosh pits and mapped the motion of participants. They found that the collisions of moshers was similar to the motion of molecules in an ideal gas. Mosh dancers can also form what is called a circle pit, where they run collectively in a ring, creating a vortex pattern.

The scientists not only modeled mosh and circle pits, they also found how one type of motion transitions into the other. The presented their ongoing work at the American Physical Society's March Meeting. [Matthew Bierbaum et al, Mosh pits and Circle pits: Collective motion at heavy metal concerts]

But why bother to look at mosh pits in the first place? The physicists think their research may also apply to other extreme situations, which could help us understand collective human movement in panics and riots. So I say, rock on.

T-Mobile Details LTE Deployment Plans And Intent To Cover 200M Americans By End Of 2013

GROUP-EZLJJIMLZHDOJQ8HT-Mobile has announced its first LTE coverage areas today, with a network that launches in seven cities today, including Baltimore, Houston, Kansas City, Las Vegas, Phoenix, San Jose and Washington DC. The company said that its network should reach 100 million potential subscribers in the U.S. by the middle of this year, and also is expected to reach 200 million by the end of 2013.

KABUL (AP) ? U.S. Secretary of State John Kerry met again Tuesday with Afghan President Hamid Karzai, a day after they put on a show of unity as they tried to end recent bickering over anti-American comments made by the Afghan leader.

Kerry also met Tuesday at the American Embassy in Kabul with participants in a U.S.-backed women's entrepreneurship program. He heard a succession of concerns from businesswomen fearful of what the 2014 transition will mean for not only for women and girls but for Afghanistan's commerce in general.

Many advocates for women's rights worry that the departure of international troops will lead to a deterioration in conditions for women, who were denied basic rights such as education under Taliban rule.

"After the transition happens, we are hoping for the same attention" as we get now, said Hassina Syed, who runs catering, construction and transportation firms. With the transition approaching "there is a lot of negative effect on the business sector," she told Kerry.

Kerry also spoke with civic leaders preparing for Afghanistan's 2014 elections, telling them he wanted to pay the "respects of everybody in America for the journey that you are on and for the great contribution you're making to your country and the efforts you're making to develop this democracy."

"You're engaged in a remarkable effort and the whole world is watching," Kerry said.

Kerry arrived Monday in Kabul amid concerns that Karzai may be jeopardizing progress in the war against extremism with his rhetoric. Karzai infuriated U.S. officials earlier this month by accusing Washington of colluding with Taliban insurgents to keep Afghanistan weak even as the Obama administration pressed ahead with plans to hand off security responsibility to Afghan forces and end NATO's combat mission by the end of next year.

After a private meeting, Kerry said he had asked Karzai about the comments and was very satisfied with the president's explanation. He said the two countries were on the same page as international forces prepare to end combat operations in 2014.

At a joint news conference after his talks with Kerry, Karzai told reporters his comments in a nationally televised speech had been misinterpreted by the media. Kerry demurred on that point but said people sometimes say things in public that reflect ideas they have heard from others but don't necessarily agree with.

"I am confident the president (Karzai) does not believe the U.S. has any interest except to see the Taliban come to the table to make peace and that we are completely cooperative with the government of Afghanistan with respect to the protection of their efforts and their people," Kerry said.

For his part, Karzai said he had been trying to make the point in his speech that if the Taliban really wanted foreign troops out of Afghanistan they should stop killing people. On Tuesday, eight suicide bombers attacked a police headquarters in the eastern city of Jalalabad, killing five officers and wounding four, police said. Taliban spokesman Zabiullah Mujahid claimed responsibility for the attacks.

One of the female entrepreneurs Kerry met Tuesday was Afghan Women's National Soccer team captain Zahra Mahmoodi, who tries to promote gender equality through sports. She said that even with the presence of the international forces and aid groups that focus on women's rights, it is still a struggle to persuade traditional conservative families to allow their daughters to play.

Mahmoodi also had a more pressing request for Kerry: a field on which to play. Women's teams used to use the International Security Assistance Force's pitch for games, but it has been turned into a helicopter landing pad. Kerry promised he would look into the matter.

Home prices jump 8.1%, the most since 2006

WASHINGTON (AP) -- U.S. home prices rose in January at the fastest pace since the summer of 2006, just before the housing bubble burst. The gain shows the housing recovery is strengthening ahead of the spring buying season.

The Standard & Poor's/Case-Shiller 20-city home price index climbed 8.1 percent in the 12 months ending in January That's up from a 6.8 annual gain in December. Prices rose in all 20 cities, led by a 23 percent gain in Phoenix.

Prices rose in 11 of 20 cities on a month-over-month basis. Those numbers are not seasonally adjusted and reflect the slower winter buying period.

Arab summit may struggle to paper over Syria opposition rifts

DOHA/AMMAN (Reuters) - An Arab Summit intended to showcase the unity of the Syrian opposition threatens to veer wildly off script and expose deepening factionalism, potentially hurting Western and Arab efforts to end the war.

Opposition ranks plunged into disarray on Sunday when one of their most popular figures, Moaz Alkhatib, resigned as head of the National Coalition for Syrian Revolutionary and Opposition Forces, undermining its claim to provide a coherent alternative to President Bashar al-Assad.

His decision ahead of the Tuesday and Wednesday's summit of Arab leaders in Qatar will make it harder for the gathering to paper over the fissures in opposition forces that have so far dissuaded Western states from giving decisive military support.

If the summit turns out to be fractious, the morale boost for Assad could be considerable and Qatar's self-appointed leadership role in sponsoring the opposition could come under fresh scrutiny.

Nikolaos van Dam, a Dutch historian of Syrian politics and an ex-diplomat, told Reuters the outcome of Alkhatib's resignation "looks like a mess" even in comparison to earlier, failed opposition efforts to forge a common front against Assad.

"It's back to square one in terms of forging a common position."

Opposition rifts are many: between liberals and various sorts of Islamists, between exiles and groups that operate within Syria, and between those seeking a political settlement and those who insist an armed campaign is the only solution.

Those divisions are reflected among Arab states, which agree on little other than their professed abhorrence of the bloodshed caused by an increasingly sectarian, two-year-old conflict that has cost more than 70,000 lives.

Some, like the rich Sunni-ruled kingdoms of Qatar and Saudi Arabia, have taken the lead in openly supporting and covertly arming the mainly Sunni-Muslim rebels fighting against Assad, a member of the Shi'ite offshoot Alawite minority sect.

Other Sunni-led Arab countries support the rebels publicly with varying degrees of enthusiasm. Iraq and Lebanon, the only Arab states apart from Syria itself where Shi'ites hold a share of political power, have deeper misgivings and divided loyalties, and fear sectarian violence crossing their borders.

"BACK TO SQUARE ONE"

Alkhatib was seen as a moderate bulwark against the rising influence of al Qaeda-linked militant Sunni groups fighting in the opposition.

The 53-year-old had been due to attend the summit as coalition head, a move that would have bolstered regional support and rebel morale, and possibly garnered more Arab and Western funding.

He did not give a reason for his decision to step down, but he has indicated that he was frustrated by efforts to undermine his authority since he proposed talks with Assad's government.

The summit's Arab League organizers and Qatari hosts will have to display deft diplomatic footwork to suppress a sense of disarray and disappointment in opposition ranks.

"(The resignation) has been brewing for some time, but the manner in which he did it - with summit host country having given so much support to the opposition - surely has not been well-received," said Salman Shaikh, director of the Brookings Doha Center think tank.

"We cannot paper over the cracks in the opposition, and indeed in the Arab League itself," he said.

Even if the summit is able to produce a credible and powerful statement, the opposition would still be in genuine disarray and need to become diverse and representative, he said.

"If it doesn't, I believe this particular coalition's days are numbered."

Alkhatib said on Monday he would still address the gathering in the name of the Syrian people. The soft spoken cleric, who espouses a breed of religious tolerance and political pragmatism rooted in his upbringing in cosmopolitan Damascus, is arguably the most popular member of the opposition inside Syria, including among those who had stayed away from the revolt.

"FOREIGN-BACKED EXILES"

The coalition was formed in Doha in November as an alternative to Assad, superseding the Syrian National Council, another umbrella opposition organization largely influenced by the powerful Muslim Brotherhood.

That Islamist group and its allies now form a dominant bloc in the coalition, but the coalition has not shaken an image as consisting mostly of foreign-backed exiles immersed in political wheeling and dealing.

Alkhatib had little interest in coalition politics, while two power centers quickly emerged in the group: the Muslim Brotherhood and its allies inside and outside the Syrian National Council, and the coalition's secretary general, Mustafa Sabbagh, widely seen as having strong links with Qatar.

Against Alkhatib's wishes, the two sides pushed last week for the quick appointment of Ghassan Hitto, an Islamist-leaning technocrat, as provisional prime minister.

When the coalition chose Hitto in a ballot in front of news media in Istanbul the outcome was so well arranged that one Arab news channel announced the winner before a single vote was cast.

Alkhatib was weakened considerably, but he may have made an astute move by distancing himself from the coalition and from an opposition government some say is doomed to failure.

His departure may also pose a test of Qatar's self-appointed role as a leading sponsor of the opposition.

Michael Stephens, researcher at the Royal United Services Institute based in Doha, said that after Alkhatib's resignation the Qataris would now want to make sure that there was a united position at the summit, though how they would achieve it was unclear.

"At the end of the day, the Qataris wanted to lead on this issue, but it hasn't worked out that way," he said.

In a sign of disarray following Alkhatib's resignation, an official for the Free Syrian Army armed opposition force said the group did not support Hitto.

"We do not support Hitto or any other prime minister unless they are chosen on the basis of consensus," said spokesman Louay Mekdad.

2013 Sony Open Tennis: Novak Djokovic easily advances to Round 4

Novak Djokovic hasn't dropped a set in two matches at the 2013 Sony Open. Here's a look at his third-round win, along with the rest of the action from Sunday.

Novak Djokovic continued displaying his dominance at the Sony Open as he cruised to victory once again in Miami, defeating Somdev Devvarman 6-2, 6-4 in Round 3 on Sunday. It took the top-seeded Djokovic just 68 minutes to take down his second opponent of the tournament.

The two-time defending champion faced just one break point throughout the entire match. Djokovic won 28 of 31 first-serve points, keeping Devvarman out of contention in each set.

After breezing past Lukas Rosol 6-1, 6-0 in Round 2, Djokovic looks determined to make it a three-peat at Key Biscayne. He'll face No. 15 seed Tommy Haas in the next round. The No. 1 player in the world holds a 4-2 series lead all-time against Haas.

No. 3 seed David Ferrer, No. 11 seed Gilles Simon and No. 13 seed Kei Nishikori all won in straight sets, moving on to Round 4. Seventeenth-seeded Janko Tipsarevic dropped his first set against No. 26 seed Kevin Anderson, but the Serbian ultimately came out on top after a flawless third set.

Maria Sharapova also cruised in her third-round match against No. 29 seed Elena Vesnina, winning 6-4, 6-2 to advance. No. 11 seed Nadia Petrova and No. 14 seed Maria Kirilenko were both upset.

LOS ANGELES (AP) ? In what turned out to be a last-chance season for Ben Howland at UCLA, he wasn't able to stabilize the storied basketball program that had been roiled by problems on and off the court.

Another early round exit from the NCAA tournament hastened his firing after 10 seasons as Bruins coach.

Howland took the program to three Final Four appearances from 2006-08 and won four Pac-12 championships, including this season.

But the Bruins were bounced out of the NCAAs with an 83-63 loss to Minnesota in the second round last Friday, and athletic director Dan Guerrero summoned Howland to his office on Sunday to deliver the news that he was out.

"As I looked at the entire program and where I felt we were, especially headed into next year, I felt like now was the appropriate time to make the change and get a fresh start," Guerrero said in an evening teleconference.

Howland had a 233-107 record as the longest-tenured coach in Westwood since John Wooden retired in 1975 after leading the Bruins to 10 NCAA championships in a 12-year span.

Howland, who turns 56 in May, was the eighth coach at UCLA since Wooden, with the school's only national title since then coming in 1995 under Jim Harrick. He came to UCLA in April 2003 and rebuilt a program that had fallen on hard times under Steve Lavin.

Howland won 97 games during that three-year Final Four run, more than any other coach in school history. He embraced and reveled in UCLA's history and tradition, and kept Wooden close to the program until the legendary coach died in 2010.

"I have been blessed with the opportunity to coach at UCLA for 10 years," Howland said in a statement through the university. "The UCLA community and fans have been unbelievable to my family and I, and it's been an honor and privilege to represent this great institution. I look forward to what comes next."

Howland was under contract until 2017 with a buyout of $2.3 million. Guerrero said any payout is subject to reduction if Howland gets another job.

The Bruins rallied to win the Pac-12 regular-season title earlier this month and then lost to Oregon in the tournament title game playing without freshman Jordan Adams, who broke his foot in the semifinals. His absence hurt the Bruins in their loss to Minnesota.

"We had such a depleted roster," Guerrero said, citing that as one of the reasons he fired Howland.

There was a distinct lack of buzz around the program this season despite the Bruins' return to a newly renovated Pauley Pavilion, with only a handful of games selling out.

"I would certainly not lay all of that on Ben's shoulders by any stretch of the imagination, but we need to generate as much fan support as possible and get people in the seats," Guerrero said.

Known for his emphasis on defense, most of Howland's teams played a grind-it-out style that was criticized until he changed to an up-tempo pace this season.

"We pushed the ball a lot more and scored at a much higher rate, and I know that our fans liked that," Guerrero said, noting that he would consider prospective replacement candidates "who can play a fun brand of basketball, but also a quality brand of basketball. We don't want to bring in a coach that is going to average 50 points a game."

Guerrero declined to name any potential candidates for the job, saying that a wide net would be cast. He planned to talk to Howland's assistants on Monday.

"We're going to try to bring someone here that will excite the fan base," he said.

There were high expectations going into this season.

But it began under the cloud of NCAA investigations involving star recruits Shabazz Muhammad and Kyle Anderson.

Muhammad missed the first three games and had to repay $1,600 in impermissible benefits after the NCAA and UCLA found that he had accepted travel and lodging during three unofficial visits to Duke and North Carolina.

Anderson was cleared to play after being investigated for potential recruiting violations.

There were other problems that roiled the program, too.

Center Joshua Smith quit for personal reasons and guard Tyler Lamb left over a lack of playing time in the same week in November that the Bruins were upset by Cal Poly and dropped out of the Top 25.

A year ago, UCLA's season ended in turmoil after the Bruins went 19-14 and missed the NCAA tournament for the second time in three years. Howland kicked standout Reeves Nelson off the team and an unflattering Sports Illustrated article suggested that the coach had lost control of the team.

The Bruins played the entire season on the road while Pauley Pavilion underwent a major renovation.

"It was understandable that we might have a difficult year," Guerrero said. "I wanted to give him the opportunity to continue with the program and see if we can get it on stable footing."

Howland then bought himself more time with his best recruiting class since the program made those three straight Final Four appearances.

Muhammad, Anderson and Adams had standout seasons as freshmen, although Muhammad is expected to leave early for the NBA draft and futures of Anderson and Adams are uncertain in the wake of Howland's dismissal.

Howland arrived from a Pittsburgh program he had taken to national prominence in his four years at the helm. His other head coaching job was at Northern Arizona rom 1994-99.

Howland's exit leaves both Pac-12 schools in Los Angeles with men's basketball coaching vacancies. Southern California fired Kevin O'Neill in January.

Gay marriage battle heats up in Illinois

Though both Illinois houses have a Democratic majority and the governor has said he would sign a law opening marriage to same-sex couples, gay marriage is facing a tough fight in Chicago.

The high court review coincides with a crucial moment at home in the couple's fight to make Illinois the tenth state in the nation to legalize same-sex marriage. Volpe and Santos, who have personally lobbied Illinois lawmakers on this issue, worry about delays in drumming up enough votes for passage of a bill in their state and a growing campaign from opponents.

Supporters had hoped the bill would sail through the Democratic-majority legislature in President Barack Obama's home state in January. But it took until Valentine's Day to go through the Senate and was still several votes short in the House by late March.

"What's going on in Illinois is a little disturbing ? we're worried and anxious, but I know they're working hard to make things happen," said Santos, who is bringing up two children with Volpe.

The delay underscores the difficulty of securing approval for gay marriage, even in a state with strong Democratic majorities in the legislature and a Democratic governor who supports it.

During a two-week legislative spring break that began on Monday, both sides were intensifying their efforts.

Opponents of the bill are focusing mainly on the more conservative and rural areas of the state south of Chicago, and some African-American districts in Chicago.

More than 425,000 robo-calls have been placed to constituents in more than 20 districts, according to Paul Caprio, director of Family-Pac, an Illinois-based family values political action group opposed to gay marriage.

Calls to six African-American districts have featured the voice of former state Senator James Meeks, a prominent Chicago black minister opposed to same-sex nuptials.

"We've had tremendous response from the minority community on this issue," Caprio said.

In one call to people in southwestern Illinois, Caprio's voice asks voters whether their state lawmaker stands for "the Chicago homosexuals, or your family?"

Bernard Cherkasov, executive director of Equality Illinois, a Chicago-based gay rights organization, said proponents were focusing more on personal appeals to legislators from constituents, including ministers and rabbis and gay couples themselves.

"I do feel really optimistic. We're really close, we're in striking distance to passing the bill," he said.

Volpe, 42, and Santos, 47, are among the gay couples who taken their appeal to lawmakers in the Illinois state capital of Springfield.

They have been together for 21 years and have two children, Ava, 8, and Jaidon, 4, conceived through an anonymous donor. The couple became outspoken advocates for gay marriage after Jaidon suffered kidney failure two years ago and was in danger of dying.

It is difficult to predict how the court might rule on Proposition 8, and how that would affect other states. One option could affect Illinois and other states that are like California in allowing civil unions but forbidding actual marriage. The Obama administration wants the Supreme Court to strike down Proposition 8 because it relegates such same-sex civil unions to a lower legal status.

Public opinion nationally has been turning in favor of gay marriage and civil unions. A Reuters/Ipsos poll in mid-March found 63 percent of Americans in favour of gay marriage or civil unions.

"This new generation is hugely inspiring to us as we work to conserve and care for this species and others," said Brian Gratwicke, international coordinator for the project and a research biologist at the Smithsonian Conservation Biology Institute, one of six partners in the effort.

To get the small amphibians to mate, researchers went to great lengths. They built a rock platform to mimic the underground caves in which the frogs breed, and piped in oxygen-rich water between 72 and 75 degrees Fahrenheit (22 and 24 degrees Celsius), according to a release from the Smithsonian Conservation Biology Institute.

Young frogs only feed on algal mats coating rocks. So scientists with the Panama Amphibian Rescue and Conservation Project, which bred the frogs, also painted the rock platforms with spirulina algae and then let it dry. When placed inside the enclosure, the algae grew ?and fed the animals.

Young frogs can fit easily on a U.S. quarter with room to spare, and adults don't get much bigger, growing to slightly larger than an inch in length.

For all their trouble, the scientists were rewarded with hundreds of tadpoles from one pair of frogs, and nine youngsters from another, the release noted. These frogs are of the "chevron-patterned" variety; there are also plain-colored forms of limosa harlequin frogs that scientists are trying to breed.

The frog is threatened by habitat loss, development, water pollution and climate change, according to the International Union for Conservation of Nature. Amphibians are also threatened by chytridiomycosis, a fungal disease that kills the animals; due in part to the disease, up to one-third of amphibian species are threatened worldwide.

The Panama Amphibian Rescue and Conservation Project has successfully bred other challenging endangered species, including crowned treefrogs, horned marsupial frogs and toad mountain harlequin frogs, the release noted.

The frogs will eventually be released into the wild, where the scientists hope they will help replenish the animal's dwindling numbers.

Kerry arrives in Iraq on unannounced visit

BAGHDAD (AP) ? U.S. Secretary of State John Kerry is in Iraq on an unannounced visit to urge Iraqi leaders to stop Iranian overflights of arms and fighters heading to Syria and to overcome sectarian differences that still threaten Iraqi stability 10 years after the American-led invasion that toppled Saddam Hussein.

Kerry flew into Baghdad on Saturday from Amman after accompanying President Barack Obama to Israel, the Palestinian Authority and Jordan.

Officials traveling with him said he would press Iraqi Prime Minister Nouri al-Maliki and other senior officials on democratic reforms and directly urge them to stop overflights of Iranian aircraft carrying military personnel and equipment to support the Syrian government as it battles rebels.

The overflights have long been a source of contention between the U.S. and Iraq and Kerry will tell the Iraqis that allowing them to continue will make the situation in Syria worse and threaten Iraq's stability.

A senior U.S. official said the sheer number of overflights, which occur "close to daily," as well as overland shipments to Syria through Iraq from Iran was inconsistent with Iranian claims that they are only carrying humanitarian supplies. The official said it was in Iraq's interest to prevent the situation in Syria from deteriorating further, particularly as there are fears that Iranian-backed extremists may gain a foothold in the country.

The official said there are clear links between al-Qaida linked extremists operating in Syria and militants who are carrying out terrorist attacks in Iraqi territory with increasing regularity.

Former Secretary of State Hillary Rodham Clinton secured a pledge from Iraq to inspect the flights last year, but the official said that since then only two aircraft have been checked by Iraqi authorities.

Kerry will tell al-Maliki that Iraq cannot be part of the political discussion about Syria's future until it clamps down on the shipments.

As Iraq approaches provincial elections next month, Kerry will also stress the importance of ensuring that all elements of society feel enfranchised, the official said. A recent decision to delay the polls in Anbar and Nineveh provinces is a "serious setback" to Iraq's democratic institutions and should be revisited, the official said.

Kerry also plans to speak by phone with Massoud Barzani, the head of the Kurdish Regional Government based in Irbil to encourage the Kurds not go ahead with unilateral actions - especially involving oil, like a pipeline deal with Turkey. He will not meet with Iraqi Foreign Minister Hoshyar Zebari because he is in Doha for an Arab League meeting

He will stress the "importance of maintaining the unity of Iraq," say that "separate efforts undercut the unity of the country" and that "The Kurdish republic cannot survive financially without the support of Baghdad," the official said.

Kerry's visit if the first by a U.S. secretary of state since Clinton went in 2009. During Obama's first term, the Iraq portfolio was largely delegated to Vice President Joe Biden.
